Direct the way your SA works

There are three types of proposals that can be submitted to Student Parliament, these are; a Standard Proposal for work to be completed by the SA, a Funding Request for the SA to fund student work and a Position Statement Request where the SA will adopt a position on a particular issue.


Full details on how to submit these are in each drop-down menu below with the relevant forms made available for use.  Please also see further information on how proposals are accepted and what a student can do if a proposal is refused.   Any completed Proposals should be sent on to citysa@cityofglasgowcollege.ac.uk for review to be included at the next avalaible meeting.

If there is a new project or new way of working that you would like to see the SA adopt then you would complete a standard proposal form. The template below is filled with all our guidance on how to do this (written in blue) and the best way to use this form is to download it and type over the guidance with your content.

 

Student Parliament Proposal Form and Guidance

Writing your first proposal can seem like a daunting task so please feel free to contact the team at any point for further guidance or advice before your final draft is submitted. You can ask to speak to a member of the team by emailing citysa@cityofglasgowcollege.ac.uk.

If you have a project or event that you are running that you would like the SA to sponsor then you may put a funding request into the Student Parliament. Download the Funding Request Form below and using the guidance on the last page to complete.

Once submitted your request will go to our Student Parliament who will determine if your submission meets the set criteria and offer a formal decision on your proposal. If you require assistance with filling out this request form please speak to a member of the team by emailing citysa@cityofglasgowcollege.ac.uk

If there is a particular issue or campaign that you would like to see the SA support (or oppose) then you would be looking for them to adopt a new Position Statement. You can review existing SA Position Statements for further inspiration prior to using the form and guidance below to create your own.

 

Please note that Position Statement Requests are not currently live at the moment.

When considering proposals all Student Parliament Members are asked to consider the following prior to voting:

 

  • Whether the proposal will have a positive impact on the Student Experience
  • Whether the proposal is in line with the SA’s Policies and Values
  • Whether the proposal will contribute to the success of an existing SA Target(s) from within the current Operational Plan.
  • Whether the proposal will contribute to the success of an existing SA Target(s) within the three-year Strategic Plan.
  • Whether there is available resource to carry out the proposal, including staff and volunteer time, etc.

It is helpful to address as much of the above criteria in your proposal as possible and our templates have been designed to give you the space to do this. Where the answer is yes to all of the above the proposal should be expected to be accepted by Parliament.

Where the answer is no to some or all of the above the Parliament may decide to refuse the proposal however any decision of refusal must be returned to those who submitted the proposal with feedback on why this decision was reached.

Any student members can re-submit a proposal; however, only one opportunity will be given to do so following a refusal decision. To ensure success during their resubmission, students are encouraged to review the feedback given by Parliament and make suggested changes based on this feedback. Re-Submissions can be put forward to the Agenda in the same way as original proposals following the same timeline and process guidance.

If a re-submission is refused and a student member wishes to appeal this decision further, they will need to complete the necessary steps to start a Referenda as outlined in the CitySA Constitution, see point 5.1 (b).
